Aave, a leading decentralized finance (DeFi) lending platform, is taking proactive steps to enhance risk management within the Scroll ecosystem—a Layer-2 Ethereum network. These measures come in response to developing governance uncertainties that could impact the protocol’s stability.

Strengthening Risk Protocols: Aave Sets New Safeguards

On September 11, the Aave Chan Initiative (ACI), a community-driven council within Aave, submitted a proposal designed to reduce risk exposure to assets hosted on Scroll. The proposal includes boosting reserve factors for all Scroll assets to 90%, retaining current supply caps, and tightening borrowing limits across the board.

These adjustments, according to ACI, aim to fortify security while preparing the protocol for swift responses to any future governance-related disruptions. Key to this initiative is a streamlined implementation process—the ‘Direct to AIP’ approach—which enables rapid execution without prolonged delays.

While Scroll represents the smallest ecosystem currently backed by Aave, with just $6 million in deposited assets per DeFiLlama data, the importance of safeguarding all supported networks remains evident. This action underscores Aave’s commitment to maintaining operational stability across diverse chain ecosystems.

Scroll DAO Governance Overhaul Prompts Aggressive Action

Aave’s risk management strategy was triggered by ongoing governance turbulence within Scroll’s decentralized autonomous organization (DAO). On the same day as ACI’s proposal, Scroll DAO announced it would temporarily suspend new proposal submissions as part of a sweeping governance redesign. The framework overhaul seeks to enhance operational efficiency, strategic direction, and overall sustainability.

Scroll DAO clarified that existing and previously approved proposals will move forward as planned. However, all new proposals will be paused until the updated governance model is fully operational.

The governance shift follows the resignation of Eugene, former head of Scroll DAO. His departure has left a leadership vacuum, amplifying community challenges such as procedural delays in financial management, the formation of governance committees, and DAO timelock experiments. Olimpio—a prominent Scroll delegate—has acknowledged the current confusion across the community but remains optimistic about the potential stabilization these reforms could achieve.
