What risks did Mark Zuckerberg warn about if AI becomes concentrated?

- Meta releases Muse Glimmer, a 30B-parameter AI model, under Apache 2.0 for public use.
- New independent AI safety board and $1B fund announced for U.S. data center communities.
On August 10, 2026, Reuters reported that Meta released Muse Glimmer, a 30-billion-parameter AI model, now the largest open-weight system developed in the United States. Available under the Apache 2.0 license, Muse Glimmer can be downloaded, customized, and run locally on consumer hardware, including laptops and single-GPU PCs.
Meta stated that Muse Glimmer was trained via distillation from the larger Muse Spark system. The company plans to open-source the weights for Muse Spark 1.2 as well, aiming to broaden access to advanced AI capabilities previously limited to research labs or large tech companies.
To set the release in context, CEO Mark Zuckerberg shared a 6,500-word manifesto titled “The Future Is for Everyone: The Path to a Positive AI Future.” Zuckerberg argued that the primary risk from advanced AI is the consolidation of power in a single company or government, not uncontrollable AI behavior. He warned that holding back model releases through regulation could jeopardize U.S. leadership in AI and allow global competitors such as China to advance more quickly with open-weight models.
Addressing safety and governance, Meta announced the creation of an independent board to assess and approve all AI model releases against established safety standards. The company maintains this governance framework will allow thorough risk evaluation while preserving openness and innovation for the developer and research communities.
According to the Wall Street Journal, Meta committed $1 billion to the “Future is for Everyone Fund.” This fund will support U.S. communities hosting Meta data centers, investing in local teachers, first responders, and infrastructure to address concerns over the company’s growing physical presence in key regions.
Muse Glimmer's open-source launch represents a major milestone for accessible AI in the U.S. Business Insider reports the model is designed for advanced agentic tasks and optimized for broad adoption and experimentation, positioning it to accelerate innovation across industries and user groups.
