  • 758 amendments remain as lawmakers debate crypto tax
  • Exit tax proposals for unrealized gains rejected with narrow margin

On November 4, 2026 (UTC), CoinDesk reported that the French National Assembly postponed its vote on the 2027 state budget’s revenue section, with debate ongoing in Paris and 758 amendments yet to be addressed. Lawmakers rejected two separate proposals that would have imposed exit taxes on unrealized crypto gains for individuals moving abroad. The first proposal sought to include crypto assets in France’s existing exit-tax regime. The second proposal aimed to tax unrealized crypto gains exceeding €800,000 for those relocating outside France, provided the taxpayer had been a French resident for at least six of the previous ten years.

Both exit tax proposals were rejected with a narrow margin, meaning France will not introduce new exit taxes on unrealized crypto gains for emigrants as part of the 2027 budget at this stage. Lawmakers continue to review other crypto-related tax measures. These include a potential requirement to declare self-custodied crypto holdings over €100,000 to tax authorities, based on year-end valuations. In addition, lawmakers are discussing a proposed exemption for gains on crypto payments for goods and services, if annual payments remain below €1,000.

The Assembly previously voted to tax gains when crypto assets are converted into fiat-pegged stablecoins, although this provision has not yet become law. As of November 4, 2026, exit tax proposals have been set aside, while debates over additional reporting and tax provisions for crypto remain ongoing in the budget process.
